RE: BREACH OF DUTY BY THE AMBASSADOR OF BRAZIL FOR THE U.S.A. AS PER ARTICLE 5 OF THE VIENNA CONVENTION ON CONSULAR RELATIONS

Dear Ambassador of Brazil for the U.S.A.:

Since 1992 you have been advised of the torture, slavery, involuntary religious servitude, denial of due process and breach of extradition treaty between Brazil and the United States in the extradition of John Gregory Lambros. You and the Ministers of the Supreme Court of Brazil have received no less then 100 pages outlining the Breach of Contract as to the torture and the placement of brain control implants within Lambros by the Brazilian Federal Police in Brasilia, Brazil which still control Lambros. Also the fact that I was extradited with the only sentence I could receive being a mandatory life sentence, which was given to me, that is not possible as per the treaty between the U.S. and Brazil. To date you nor the Brazilian Supreme Court of Brazil have responded to my requests for help.

The Viet Nam Veteran of American, Chapter #75, in which I am a member, have decided that the World must be appraised of your lack of responsibility and professionalism in breaching Article 5 of the Vienna Convention on Consular Relations as to consular functions.

On October 10, 1995, the WA, Chapter #75, released to the public notice as to: WORLD-WIDE FIRMS URGED TO BOYCOTT BRAZILIAN LAW FIRMS DUE TO TORTURE AND HUMAN RIGHTS ABUSES. This is the start of our initial campaign and will follow through in the targeting of your coffee industry and then travel.

May I suggest you review Article 5 of the Vienna Convention on Consular Relations and start working for the tax payers of Brazil who pay your salary. The American Jurisprudence, 4 Am Jur 2d, AMBASSADORS, DIPLOMATS AND CONSULAR OFFICIALS, II. CONSULAR OFFICERS AND AGENTS, §6. Powers and duties, offers 13 functions as per Artice 5 of the Vienna Convention on Consular Relations. How many of them are you in breach of?

Under the Vienna Convention on Consular Relations, consular agents may not be entitled to absolute immunity in the case of a grave crime and pursuant to a decision by a competent judicial authority. Therefore, the Convention will not provide immunity for a criminal activity unless the acts further or were in the exercise of legitimate consular functions. Torture, slavery, involuntary religious servitude, denial of due process and the willful and knowingly conspiracy in breaching of the extradition treaty between the United States and Brazil do not qualify as an exercise of legitimate consular functions. The above basically boil down to conspiring to defraud the U.S. Government which does not promote friendly relations between the U.S. and Brazil. United States vs. Cole, (ED Pa) 717 F. Supp 309, affd without op (CA3 Pa) 958 F2d 365.

Your intervention in stopping my daily torture due to brain control implants and the release of information as to the acts of torture, gassing, denial of due process, slavery, beating, extortion and etc. that took place during my extradition hearings in front of the Supreme Court in Brasilia, Brazil can only insure the world and Brazilians that some hope to the HUMAN RIGHTS WAR is near.
